How long has it been stuck there? It will sit for several minutes because it's performing a factory reset.

I used the Galaxy Nexus Toolkit, and chose the Unlock/Root option...(not the one were you can revert to stock). Using Microsoft Vista I installed all the driver, etc. Then I completed the unlock process and the program said wait until your phone reboots, and enable de-bugging then press any key. Phone made it to the bootanimation and stuck there for about 20 minutes, then it rebooted by itself and showed the first screen with Google logo with the little unlock picture at the bottom. It kept turning on and off, stuck at the google logo screen and my computer said it does not have drivers for my NITCL...(thats the name that popped up for my device). I left it on and plugged in all night hoping it was just working itself out. Checked this morning and it was still stuck. Can't do anything, it wouldnt even turn on after a couple battery pulls. So I am gonna have to bite the bullet and buy a new phone, then when I get my even newer G-Nex I will once again try rooting. Still perplexed with this one. I am a proud owner of the OG Droid and rooted the old-school way long ago, and this simple program has me stumped. What should I do with my next attempt? I dont want to brick another phone....THIS IS THE FIRST of about 20 android phones that I have rooted that has completely locked up on me. Thanks everyone!!

I think the battery is dead from boot looping all night and the phone is unable to charge it in it's current state. You'll need to get a battery with some juice in it to restore. If you know someone with a GNex who can swap a charged battery with you, that would be ideal. Otherwise, I'd pick up the external battery charger and battery that they sell at Verizon. It will cost you about $40 for the charger and battery, but having an extra battery charging is nice to have anyways, and it ensures that you won't run into this situation in the future, as you can always charge a battery outside of your device.
Once you get a battery with a charge, it is fixable.
OK, got the battery. I booted into the bootloader menu and this is exactly how it reads. When I try booting it, I get stuck at the Google logo with the unlock logo. I believe this is stemming from the fact that I VERY noobishly got freaked out and like an idiot I did a battery pull during the seemingly endless boot animation when I first used the Toolkit .Shoulda let it do its thing... I'm not the one to give you directions, but YES it can be recovered, I think you'll just have to re-load the factory Android Image. There may already be a thread about using the fastboot command to re-flash the stock image. I'll look around for it.
