Welcome to the forum! I don't know of any way to do it without rooting your phone.

The simple answer is no, you need root to gain access to the system UI.

Hello everybody!
So I have been looking around the internet for about half an hour now for a solution to this. I have a Nexus 4 and I just installed LMT and really like the fullscreen thing. After running into countless unhelpful threads about hiding the softkeys, I came across this: 【DoubleX】make yourGN fullscreen apk!【support4.1】 - xda-developers
It worked!!! It worked perfectly! (at least it worked perfectly on my Nexus 4). It hides the nav bar without hiding the notification bar!!!
Welcome aboard! I used to use that app, but it doesn't seem to work on 4.2 ROMs on the GNex. Thankfully, many ROMs come with a nav bar toggle.
