Also do you expect Jelly bean to come to GSM mobiles that don't currently receive the latest updates in July too?
Do you mean carrier unlocked or unlocking the bootloader? Because if you mean the bootloader then flashing software yourself is the point![]()

The short answer is that when the updates comes down, it first searches for key files and configurations to make sure everything is OK to proceed. A phone that has a unlocked boot loader or a custom ROM for that matter, has in fact modified the system. So in effect, when the OTA checks things and see that there is something modified or missing it will not proceed. If it manages to go through though, it will wreck having and you might end up with a bricked phone because of the incompatibility.
Edit/As for your second question, it will really depend on the phone/ manufacturer/carrier.
