Well when i went to install the ROM it was taking forever to restart. I pulled the battery out and tried again. Nothing. Well when i went to "install zip from SD card. there is only two options. Everything is gone! I tired a factory reset. Then reset the phone and now when it comes on all i get it "unfortunately setup wizard has stopped. what do i do??

Are you on 4.2.1 if so try looking in data then media. You can always use wugs toolkit if that don't work out.

All of your files are still there. You likely tried to flash a 4.2.1 ROM which creates another level to the file system and confuses the recovery and other things. If you use a file explorer or a USB connection to a computer and locate all of your files, then move the ROM and GApps package back to the root level of storage, you can flash it again. This time, don't battery pull during the boot. The first one takes a long time. Can be scary long if you aren't used to it.
