You're talking about the actual time and date? The phone should get those from your carrier.
If you're talking about the clock and date widget that displays the info, there are a whole bunch of downloadable widgets out there on the Market that are very configurable. I use "Advanced Clock Widget", but there are probably 100 of them out there.

Galaxy Nexus: Beanstalk 4.4 (KitKat)
Nexus 7 and 10 tablets - stock rooted
OG Droid: CyanogenMod 7.1.0 (2.3.7) with Chevy's 1.1GHz uLV kernel, BP7X battery

Like dilligaf stated above. It should set itself by your carrier. However, if your looking for a different widget, im using minimalistic text for my clock and battery. Don't really care about the weather..lol

How to change time and date
Not sure if you got the answer but I called verison and if you go to your settings button and select date and time and select the time zone you are in you should be able to get back to the right time. My problem is that I live in AZ so we don't change but when I touched Mountain Time it popped up with an Arizona option. Hoope that helps
