My advice would be to delete the unknown USB device in device manager, reboot pc and hook up your phone. See if it will re-install the driver on it's own. If that fails I would install pdanet from HERE. It's in section II. It's an application for tethering but solves most all driver issues.
First option didn't really work, since the phone keeps reappearing and dissappearing. I tried it out, but no luck

PDANet couldn't install the drivers. I keep getting stuck at this screen:

I take it that you have usb debugging checked?

Just to add another thought...are you using the cable included with your device or another cable?

It's called "Android Debugging" on my phone (under developer options). Don't know why its not USB debugging. I remember seeing that before.

I've always used the cable that came with my phone.

    thnx

I recently had this exact issue, even down to pdanet not installing on the pc. I had to get a warranty replacement phone and this problem came up. I use the Naked Universal Driver ( [ADB/FB/APX Driver] Universal Naked Driver Beta 0.5 - xda-developers ) and followed his instructions. All is working fine now.

    Good luck

Whenever I try to install the naked drivers, or any drivers, windows just keeps telling me "windows has determined the driver software for your device is up to date"

How can I get around this?

You have to delete all the drivers that are currently on the PC that relate to the phone. And then do the Naked Driver thing.

    Good luck

Go into the device manager and uninstall all the drivers associated with the problem. Install the drivers then it should not be a problem. At this point I think it's the way windows is reader the driver and I'm blaming windows not the phone. To find the drivers that are the problem open up device manager with the phone not connected. Plug it in, device manger will refresh and new things will pop up. Uninstall every single one that does by right clicking and going to properties, then uninstall. Then install the drivers and it should work. I'm 100% sure it's windows that is the problem it thinks it has the correct drivers when it doesn't. I work in IT and this has to be the problem, windows is all messed up when it comes to the correct drivers

If this doesn't work let me know I can remote into your computer and see what I can do if you like. Send me a pm if the problem persists.
