only way I think is to make media volume zero
this was a common complaint with the OG droid and the only "fix" was to turn your media volume all the way down.
One possible solution is to use an app like SilentSnap, but I'm not sure if it works on ICS and has a lot of negative feedback for bugs.
If you are rooted, some rom's might offer the camera sound's to be turned off as an option.
Let us know if the app works for you as I'm sure other's would want this feature too!
In 4.0.2 you can silence the camera by lowering the volume key. In 4.0.1 you can't.
If you're rooted you can simply replace the system sounds in:
/system/media/audio/ui
Using Root Explorer (or your file browser of choice) you'll want to replace camera_click.ogg and camera_focus.ogg and be sure to set their permissions afterwards to rw-r--r--
Reboot your phone once done and you're all set, silent camera and silent focus.
I've attached the silent sound files in a zip, just unzip and place the files into the correct directory (obviously rename your original files to camera_click.bak and camera_focus.bak)
Just found an app on the market that looks and behaves like the ICS camera, but with the added feature of disabling camera shutter sounds. Look for "Camera ICS" by Moblynx. It's ad-supported, but includes the shutter-sound disabling and a couple of other features, like JPG Size. I'd gladly pay the $0.99 and not wait for Android to add this feature back in if they would remove the ad. At least with this, you don't have to turn your Media Volume back up when you want to hear something else.
