I515.10 radio update or hardware revision?

I've seen conflicting statements on different forums saying that i515.10 is a hardware revision and others saying that this is a radio update. Would anyone like to share some insight into this?

I understand that V.EK06 / I515.EK04 are radio updates but what about i515.10 instead of i515.09?

Today, Verizon told me that the I515.10 update is currently rolling out OTA. That tells me it's not a hardware revision. See this post for more detail:

It's still a little unclear to me, but I think we can rule out hardware revision.

I would think that a hardware revision would take a while to develop, manufacture, and start rolling out. My phone is rooted and had cwmr. I just restored the factory recovery in case the radio OTA needs this. I will reboot my phone a few times a day and see if I get the update.

How would they roll out a hardware revision as a software update?

Spoke with samsung and finally got this answer. There is no difference between .09 and .10. The i515 is something to do with the model number and the .09 and .10 is something to do with when the phone was activated on the network. If you were among the first X amount of people activating your galaxy nexus on the network you got .09 and if you activated you nexus after x amount of people you received the .10 number.

So says Samsung, the company that stands to lose a lot of money if it became well known they fixed a radio problem and got a flood of returned phones.
